This plug-in can be used in many graphic programs as long as your program knows where to look for it. Check in Preferences for folder locations.
In Elements the common folder is c:/Program Files/Adobe/Photoshop Elements7.0/Plugins. In Paint Shop Pro it is probably My Documents/My PSP Files/Presets. Any other configuration files you acquire go in the same folder
To install, just copy the file Sinedots11_PS.zip to your plugins directory and unzip it. Restart Photoshop or whatever host application you are using.
The filter is found in Filters/Dragon Fly/SinedotsII.
Using all the variables, you can produce an unlimited series of patterns and designs so if you stumble on a good effect, save it.

A Custom Picture Frame
New file 700 x 700 pixels or choose your own size to suite an image.
B/G colour eg black. (The colours I use are just to make the method obvious and the colour of the background for the frame might influence the result.)

Drag a rectangular selection full width of image and about 80 px high across the top of the image and fill it with yellow.

To get accurate mitre corners like this

- Draw a square selection about 350 x 350
- Move tool . Hold shift down and rotate (3 x 15 ) 45

- Position the rotated square carefully across a corner and select the triangle on the layer below and "Delete"

(A selection is active on the current active layer.)
- Repeat for the other corner


Go to Filters/Dragon Fly/SinedotsII
Adjust the settings as desired. Use a preset or fiddle with all the changes possible. I used these:-


Duplicate the layer and Image/Rotate/Layer Carefully position the frame side with the move tool and the arrow keys
When the join is perfect, merge the two frame side layers, duplicate the layer, flip it vertically and horizontally and adjust the position of the mitre joints . They should be perfect.
Merge the two parts of the frame.
Select the center of the frame and "Delete", Here are some frames.

Put your image as a new layer under the frame and move it about for the best position.
